The secular position on the idea of a Sunday Law:
“… [i]n light of the evolution of our Sunday Closing Laws through the centuries, and of their more or less recent emphasis upon secular considerations, it is not difficult to discern that as presently written and administered, most of them, at least, are of a secular rather than of a religious character, and that presently they bear no relationship to establishment of religion… [T]he fact that this [prescribed day of rest] is Sunday, a day of particular significance for the dominant Christian sects, does not bar the State from achieving its secular goals.” –findlaw.com.

Is It biblical?
Revelation 13:16-17
(16) And he causeth all, both small and great, rich and poor, free and bond, to receive a mark in their right hand, or in their foreheads:(17) And that no man might buy or sell, save he that had the mark, or the name of the beast, or the number of his name.
Notice first off that the Mark is related to buying and selling. Without it, You can not make any business transactions. Now before we continue, there is an important thing we must understand in this battle between Christ and Satan. The whole drama that unfolds in the book of Revelation reveals that Satan wants to destroy, but God intervenes and provides a way of escape through his son Jesus Christ. But while destroying, Satan manages to deceive people by the millions with his lies and wonders (Rev. 13:13-14). What are the ways he deceives the people? He counterfeits God. From the very beginning, Satan wanted to be worshiped as God (Isaiah 14:14). And because in his terrible form he knows we will not worship him nor believe him, he “transforms as an angel of light” – 2 Cor. 11:14. He has is own prophets, as God has his. His own apostles, church, believers, writings, etc. He counterfeits everything that God has, in order to “deceive” the people. It is a no marvel, then, that we read of his deceptions in the book of Revelation. Now with this in mind, read Revelation 13:17 once more. Notice the words “buy and sell.” Note closely, this is a “law” that is being enforced, that without this Mark no one can buy or sell. Now, what, in relation to God, forbids buying and selling, which Satan can “counterfet?” The answer is his law, specifically the fourth commandment. Take a look:
Exodus 20:8-11
(8) Remember the sabbath day, to keep it holy.(9) Six days shalt thou labour, and do all thy work:(10) But the seventh day is the sabbath of the LORD thy God: in it thou shalt not do any work, thou, nor thy son, nor thy daughter, thy manservant, nor thy maidservant, nor thy cattle, nor thy stranger that is within thy gates:(11) For in six days the LORD made heaven and earth, the sea, and all that in them is, and rested the seventh day: wherefore the LORD blessed the sabbath day, and hallowed it. (see also Nehemiah 13:16-18)
God has said that no business transactions are to take place within God’s people on the seventh day. That means no buying and no selling. Has Satan counterfeited this as well? We know of only one other day that people claim has taken place of the seventh day Sabbath… and that day is the first day of the week, Sunday.
The very phrase “buy and sell” gives plenty of evidence that this is a law that forbids any type of work to be performed unless it is obeyed, hence a Sunday law. But is the Sabbath even mentioned as related somehow to this whole scenario, which would in turn give it the very possibility of being counterfeited? Yes! Turn with me to chapter 14:
Revelation 14:6-7
(6) And I saw another angel fly in the midst of heaven, having the everlasting gospel to preach unto them that dwell on the earth, and to every nation, and kindred, and tongue, and people,(7) Saying with a loud voice, Fear God, and give glory to him; for the hour of his judgment is come: and worship him that made heaven, and earth, and the sea, and the fountains of waters.
In keeping with what was just explained, notice also now that in the other side, God’s side, those sealed by God are a people proclaiming a message (symbolized by the flying angel) saying “worship him that made heaven, and earth, and the sea…” This same phrase is found in the Sabbath commandment:
“… for in six days the Lord made heaven and earth and the sea” –Exodus 20:11.
While the people of the world obey the beast and his law, God urges the world through his people that the Seventh day is the Sabbath, not Sunday, and that we are to worship the true God by obeying his commandment, all of them, especially the one which gives him that title of creator. It’s a battle between who will be worshiped as the one true God.
That Satan wants us to violate God’s law is made crystal clear through all of Revelation 13. Verse 15 shows how he wants the world to violate the 1st and 2nd commandments by forcing (speak and cause) people to worship the image. We know that when we break even one of God’s law, we automatically break them all (James 2:10). Yet God’s people are described as those who… “keep the commandments of God and have the faith of Jesus” -Revelation 14:12. These will be the ones allowed to eat of the tree of life… because they “do his commandments” –Rev. 22:14.
